DEFRA seeks statutory footing for PRN system

The system under which tradable certificates known as packaging waste recovery notes (PRNs) are used to demonstrate compliance with the packaging regime is to be placed on a statutory footing, according to a consultation paper issued by the Environment Department on 29 July. Following the Wastepack debacle, compliance schemes will also be subject to the same penalties as individually registered businesses.
