Treasury scepticism dilutes sustainable consumption strategy

A new Government "framework" on sustainable consumption and production, which aims to decouple economic growth and environmental degradation, was published in September.1 The document sets out the environmental and economic rationale for SCP and is accompanied by a consultation paper on 12 indicators. But hampered by Treasury resistance - and contrary to recommendations by a Cabinet Office report two years ago - it does not include any targets or even a commitment to set them at a later date. Short on strategy, the paper promises a handful of short-term initiatives on products, innovation, resource efficiency in business and promoting public debate on consumption.
