Scotland goes its own way on competition in water services
A consultation on Scotland's third water Bill in two years was launched by the Scottish Executive on 13 October.1 The legislation will open up the water industry to limited competition, but will prohibit the common carriage arrangements which are now being introduced in England and Wales.
