DEFRA consults on fees for local authority regulation

Fees for companies regulated by local authorities under the pollution prevention and control (PPC) regime will rise by 2.75% in 2004/05, according to a consultation paper from the Environment Department.1

DEFRA proposes that the application fee for a permit under LAPC/LAPPC, under which sites are regulated for emissions to air only, should rise from £1,303 to £1,339. For sites under the integrated, LA-IPPC, regime an application fee would increase from £1,836 to £1,886.

DEFRA has lately maintained a virtual freeze on LAPC fees because of authorities' slowness in introducing cost accounting (ENDS Report 336, p 11 ). Its latest figures show that 66% have now done so - an increase of 14%. DEFRA's analysis of data from cost accounting appears to show that authorities are "managing to discharge their LAPC functions adequately or better on the income currently received."
