Consultation on substitution of hazardous solvents

The Environment Department is consulting on a new fee to be paid by operators covered by the 1999 EU Directive on solvents who use hazardous "risk phrase" solvents.

The proposal follows a recent wider consultation on implementing the Directive (ENDS Report 343, pp 44-45 ), which requires risk phrase solvents to be replaced as far as possible by less harmful substances, and within the shortest possible time.

Draft UK regulations require operators of installations which are currently unregulated to submit a substitution timetable to the regulator within four months of their entry into force. DEFRA is proposing that a charge of £122 should be paid to cover local authorities' costs in checking and ensuring compliance. The requirement is most likely to apply to surface cleaning, pharmaceuticals and vehicle coating and refinishing.
