Green tax reform turns into tinkering
The pre-Budget report produced a mostly listless package of environmental measures. There were minor adjustments of the climate change levy and aggregates levy, but decisions on waste, pesticides and household energy efficiency were put off for another day. A new alternative fuels framework has provided firmer foundations for future tax policy on biofuels and hydrogen.
