Repeated pollution offences have brought two north-west paper manufacturers into court. On 26 February, Wigan magistrates fined Reed Packaging a total of £4,500 for polluting Hawkley Brook with starch last August, and with ink in September and October. And on 22 March, the East Lancashire Paper Mill Co of Radcliffe was fined the maximum of £2,000 for each of three offences of polluting the river Irwell with paper-maki
