Sewage works' discharge compliance improves in Scotland

Compliance by Scottish sewage works with their discharge consents showed an improvement in 1993/4 - but not by as much as the figures suggest. Meanwhile, the River Purification Boards (RPBs) remain frustrated in attempting to bring polluters to book by the peculiarities of Scotland's legal system and the low fines imposed by its courts.
