CO2 strategy crumbles as Ofgas blocks energy saving schemes

The Energy Saving Trust (EST) has warned that it will deliver barely 10% of the savings in carbon dioxide emissions expected of it by 2000 unless the Government acts to resolve its funding crisis. The warning followed a new blow from the gas industry regulator Ofgas, which has approved only one of seven proposed energy efficiency schemes put forward by British Gas and the EST.
