Cement kilns under pressure on fuel quality, economics and BPEO

Castle Cement and Rugby Cement have submitted assessments of the environmental impact of burning waste fuels in cement kilns to HM Inspectorate of Pollution (HMIP), claiming that their tests have shown no increase in emissions compared to the use of conventional fuels. But doubt is growing over whether cement kilns represent the "best practicable environmental option" (BPEO) for some wastes - and rising prices of recovered solvents are making the kiln disposal route's economics less attractive.
