Fruiterer makes history in fly-tipping case

A power provided in the Environmental Protection Act 1990 enabling legal proceedings to be taken against the person controlling the use of a vehicle from which waste has been fly-tipped has been used, apparently for the first time, against a Middlesborough fruiterer.
