Packaging chain submits waste recovery options to Gummer

A packaging recovery rate of at least 55% and a levy to raise £100 million for recycling are set to be proposed to Environment Secretary John Gummer by the packaging industry's Producer Responsibility Industry Group (PRG). But where to apply the levy and how the proceeds should be allocated to recovery schemes are among the major issues still undecided. Clarification is expected when Mr Gummer receives the finished plan on 7 February and during a subsequent two-month consultation period.
