Government taken to task over civil liability

A House of Lords Committee has come down firmly in favour of EC legislation on civil liability for environmental damage, in direct opposition to the Government's and most industry views. It recommends that strict liability should be imposed on owners or operators for future and, in some cases, past pollution damage, and advocates a long- term national contaminated land clean-up programme.1
