A court which provoked outrage in 1992 by fining a skip hire operator just £20 for a massive illegal waste dumping operation has recovered some of its credibility by sending him to jail for continuing the offence. Both this and another two recent prosecutions have underlined the inadequate deterrent effect of sentences imposed by the courts for initial or even repeat waste management offences.
