Report slams local authority recycling plans

Most local authority waste recycling plans are incomplete, inconsistent and based on questionable data, according to a review conducted for the Department of the Environment (DoE) by Coopers & Lybrand.1 As a result, the DoE has been left little the wiser about the prospect of its goal of recycling 25% of household waste by 2000 being met.
