Packaging recovery on the cheap

The packaging chain has finally come up with a detailed plan which sets the packaging waste management agenda to 2000. The industry is aiming for a 58% packaging recovery rate by 2000 - higher than the proposed EC target - and says that up to £500 million per year may have to be raised by a packaging levy to achieve this. But the plan lacks a funding mechanism, waste minimisation measures and concrete proposals to develop end-use markets.
