Ministers to focus on carbon tax, shipping and large boilers
A fresh effort to revive the flagging proposal for an EC carbon/energy tax is expected at the Environment Council on 24-25 March. Ministers appear likely to agree only one legislative proposal, on emissions from large combustion plant, but the meeting may also provide a spur for tighter controls on polluting vessels.
