MEPs amendments to packaging rules pose dilemma for Ministers

The proposed EC Directive on packaging waste cleared its second reading in the European Parliament in May without many significant amendments. But two of these - a framework for the use of economic instruments and a waste hierarchy - may cause the UK and like-minded Member States to vote against the amendments and take the proposal into the uncharted waters of a new "conciliation" procedure, giving Parliament a third bite at the cherry.
