Compromise on aquifer clean-up at Eastern Counties Leather

The National Rivers Authority (NRA) and Eastern Counties Leather (ECL) have agreed a clean-up plan for a solvent-contaminated aquifer at the company's site near Cambridge, the cause of a famous legal battle over liability. The NRA has been forced to accept a second-best solution which is all the company says it can afford.
