Pressure builds on industry to move from high-sulphur fuel oil

Industrial users of heavy fuel oil (HFO) are coming under growing pressure to switch to gas or low-sulphur oils. Refiners say that they already produce enough low-sulphur HFO to satisfy future UK demand - but at present almost all of their output is exported because British businesses refuse to pay a premium for it. Oil companies' optimism depends on the continued use of ships' bunker fuel as a sink for high-sulphur residues - increasingly likely as international moves to limit the sulphur content of marine fuel oil are dropped in favour of local fuel quality limits.
