Ministers fail to agree on packaging, carbon tax

Last-minute Belgian objections blocked an agreement on the EC Directive on packaging at the Environment Council on 8-9 June. The measure may now become the first to enter the uncharted waters of a new conciliation procedure in which the European Parliament would have a say on its final form. Ministers also failed to break the long-lived stalemate on the carbon/energy tax, but a Franco-German initiative is being planned in a bid to break the deadlock.
