HMIP gets mixed reception for BPEO assessment plans

The Chemical Industries Association (CIA) has condemned as "unworkable" proposals made by HM Inspectorate of Pollution (HMIP) for weighing environmental and economic factors when selecting a process option under integrated pollution control (IPC). The Confederation of British Industry (CBI) and other observers have given the scheme a warmer welcome, but there is widespread concern over the validity of putting a numerical value on the environmental impacts of industrial processes.
