Framework Directive opens new phase in EC air quality policy

A proposal for a new framework Directive on air quality assessment and management has been published by the European Commission.1 Its main goals are to put pressure on Member States to achieve continuous improvement in air quality and to move closer towards harmonisation of national air quality measurement programmes. The Commission has also set itself the ambitious objective of drafting legislation setting air quality standards (AQSs) for as many as 14 air pollutants by 1999.
