Discord on North Sea rules on BAT, chlorinated paraffins

The UK has stirred a new dispute over how pollution of the North Sea should be controlled by entering reservations against rules for five industrial sectors which were adopted by majority vote at the annual meeting of the Oslo and Paris Commissions in Karlskrona, Sweden, in June. There was rare unanimity when the meeting adopted two Recommendations on radioactive discharges - but a proposal to phase out hazardous chlorinated paraffins failed to get through for the second year running.
