EC proposal on ecological quality of surface waters out at last

A draft Directive intended to create a framework for improvements in the ecological quality of all surface waters throughout the EC has been published by the European Commission.1 Immediate doubts have been raised about its likely effectiveness because it leaves it to Member States to decide how fast water quality should be improved. But there is little question that it will require them to devote more effort to monitoring and measuring the status of aquatic ecosystems and the causes of damage to them.
