Major issues still unresolved over IPPC proposal

Negotiations on the proposed EC Directive on integrated pollution prevention and control (IPPC) will soon enter their second year with several major issues still unresolved. The speed at which existing plant should be upgraded to modern environmental standards and the role which costs should play in upgrading decisions remain in dispute, together with how integrated permitting should be achieved. But officials are optimistic that many of the sticking-points will be resolved by the end of the year.
