Public complaints to HMIP continue to rise

Public complaints about industrial processes regulated by HM Inspectorate of Pollution (HMIP) are continuing to run at an historically high level, calling into question its effectiveness. HMIP's prosecution rate has been static for three years, but its Director, Dr David Slater, warned that he expects it to rise as more processes come under integrated pollution control (IPC).
