First prosecution under new waste licensing rules

A Devon landfill operator appears to have become the first to be convicted of an offence under the new waste management licensing regulations introduced this spring. But he has escaped the further distinction of being the first to be deemed no longer "fit and proper" to hold a licence and having his licence revoked.
