Accord nears on packaging Directive

The EC Directive on packaging has entered the final stages of negotiation between the European Parliament and the Council of Ministers. Barring disagreement on some technical adaptations or last-minute political manoeuvres, it looks set to be endorsed by Parliament in November and agreed by the Council soon afterwards. The negotiations have had a wider significance in helping to establish ground rules for the new "co-decision" procedure created by the Maastricht Treaty.
