Packaging waste plan faces credibility crisis
The long-awaited final report of the packaging chain's Producer Responsibility Group (PRG) was issued in November.1 The publication coincided with heavy hints that the industry is backing away from its original plan to recover 58% of packaging waste by 2000, and from its commitment to expand collections of used packaging from households. PRG has also slashed its estimates of the funding needed to support the plan - but independent projections suggest that these may now be far too low. The plan remains short of proposals on waste minimisation and promotion of markets for recycled packaging.
