Environment Bill gets on its way

As arguments about the structure of the new Environment Agency continue among the organisations which will merge in it, the Environment Bill which will bring the Agency into being has begun its passage through Parliament. Other important sections of the Bill will give statutory backing to "producer responsibility" initiatives on packaging and other wastes, modernise nuisance and water pollution law in Scotland, and set up independent National Park authorities.1
