MEPs seek new powers in debates on packaging, VOCs and pesticides

The first tests of a new stage in the EC's legislative procedure have cleared the way for two Directives on packaging and "Stage I" controls on emissions from petrol distribution to be adopted. In the process, the European Parliament has won important concessions in its fight for influence over technical committees which draw up rules that often affect the practical implications of environmental Directives. A vivid illustration of what is at stake was given in November when Parliament lodged a challenge in the European Court of Justice to have a new Directive on environmental standards for pesticides annulled.
