Delays dog preparations for eco-labelling launch

The repeated delays in the launch of the EC's eco-labelling scheme appear not to have improved the chances that it will go ahead with a good supply of products in the starting line-up. The signs are that environmental criteria will be agreed for only about six product groups by early summer.

The legislation which established the scheme was agreed in 1991. But the launch date for the scheme was repeatedly put back during 1992 until, in December, Environment Ministers agreed that it should be launched in June.

Despite the successive postponements, preparatory work for the scheme is still some way from fruition. Ministers agreed some time ago that the launch should wait until environmental criteria had been agreed for some 10-12
