DoE retreats on "fit and proper" tests for waste licences

Extensive concessions to the waste management industry have been made by the Department of the Environment (DoE) in revised proposals for determining when a firm is "fit and proper" to hold a waste management licence.1

The DoE's original consultation document on "fit and proper" persons was issued last summer (ENDS Report 211, pp 14-18 ). It drew a particularly hostile response from the National Association of Waste Disposal Contractors (NAWDC) (ENDS Report 213, pp 25-27
