Parliament clears way for EC rules on waste shipments

The last remaining obstacle to the adoption of the EC Regulation on transfrontier waste shipments was removed when the European Parliament delivered its opinion on the proposal in January. But a conflict between the Parliament and the Council about the Regulation's legal base may still delay its effective entry into force.

Parliament's opinion was delivered just ahead of the 31 January deadline imposed by EC Environment Ministers in December. They did this under an "urgency procedure" so that the Regulation could be adopted and the wheels set in motion for the EC to ratify the Basel Convention on trans-boundary movements of hazardous waste before the next conference of Convention parties early in 1994 (ENDS Report 215 pp 37-38
