Howard's permissive approach to waste carrier registration
The Government's new deregulation drive appears to have made its mark on the Environment Secretary's decision in the first appeal against a local authority's refusal to register a waste carrier. The appeal was upheld even though the carrier had seven convictions and is carrying on an unlicensed waste transfer operation.
