DTI assessment of EC packaging rules

A purely regulatory approach to implementation of the proposed EC Directive on packaging would impose a "substantial extra cost" on the UK packaging chain, according to a compliance cost assessment prepared for the Department of Trade and Industry (DTI).1 But not having a Directive would also be seriously damaging for the UK packaging industry. The study advocates a hybrid regulatory and voluntary approach, with the proposed EC recycling target being replaced by a "valorisation" target and more emphasis given to harmonisation measures.

The assessment was conducted by packaging consultants

David Perchard Associates and KPMG Management Consulting to help the DTI form its negotiating position on the EC proposal (ENDS Report 210, p 32 ) and to determine how to minimise potential burdens on UK industry.
