DTI assessment of EC packaging rules
A purely regulatory approach to implementation of the proposed EC Directive on packaging would impose a "substantial extra cost" on the UK packaging chain, according to a compliance cost assessment prepared for the Department of Trade and Industry (DTI).1 But not having a Directive would also be seriously damaging for the UK packaging industry. The study advocates a hybrid regulatory and voluntary approach, with the proposed EC recycling target being replaced by a "valorisation" target and more emphasis given to harmonisation measures.
