Order clears way for new waste licences

Lingering fears about a possible delay to the introduction of the new waste management licensing system under Part II of the Environmental Protection Act 1990 appear to have been dispelled towards the end of February by an Order paving the way for the necessary implementing regulations.1

Ever since the Government confirmed last summer that it would bring the new waste licensing regime into force on 1 April there have been fears that the complexity of the implementing regulations and the criticisms which consultation papers on these have attracted might prompt Ministers to postpone its introduction.

There is still a possibility that some of Part II may not be introduced on 1 April. But a Commencement Order published on 23
