FoE's complaint to Brussels on environmental information rules

Formal compliance with the 1990 EC Directive on public access to environmental information was completed in the UK during March when rules to implement it came into force in Northern Ireland.1 But a complaint alleging that the Government has failed to comply with the Directive in full has been submitted to the European Commission by Friends of the Earth (FoE).

The Directive was due to be implemented by Member States on 31 December 1992, and this deadline was just met in Britain. In Northern Ireland, which has a poor record of complying with EC laws because of its lengthy legislative process, implementing rules were completed with unprecedented haste and came into force on 31 March.
