Whitehall row over threat to Warren Spring

The Department of the Environment (DoE) has revealed that it will oppose strongly any move by Michael Heseltine, the President of the Board of Trade, to break up the UK's leading environmental research facility, Warren Spring Laboratory (WSL). Mr Heseltine is also being drawn into a potentially embarrassing dispute about the appointment of PA Consulting, one of WSL's competitors, to report on options for its future and about PA's subsequent behaviour.

Concern about the future of WSL was raised in April when it emerged that the Department of Trade and Industry (DTI) was considering breaking it up rather than building it a promised new facility in Welwyn Garden City. WSL must vacate its present site in Stevenage by spring 1995 following its sale to Glaxo last year (ENDS Report 219, p 3
