Animal testing dispute holds up accord on hairspray eco-labels

Proposed eco-labelling criteria for hairsprays have been rejected by the EC's Consultative Forum. Dominated by industry, the Forum objected to controversial proposals to bring animal testing under the eco-label remit and to VOC limits which would rule out many aerosols.
