Vagueness over new plans to curb CO<SUB>2</SUB>

Environment Secretary John Gummer claimed on 26 July that the framework for controlling the UK's emissions of carbon dioxide had been completed when he announced a revised target for combined heat and power, plans to reduce CO2 emissions from transport, and additional energy efficiency measures. But the new initiatives are vague in the extreme and the Government has failed to show what contributions they will make to the programme.
