Rise in public complaints sparks worry about HMIP's approach

Public complaints about industrial processes regulated by HM Inspectorate of Pollution (HMIP) shot up last year to the highest rate since the 1970s. The figures are likely to reinforce concern that HMIP's efforts to make the new system of integrated pollution control (IPC) more user-friendly to industry are sucking resources away from inspection and enforcement work.
