Deregulation bites on discharge consents

Proposals to amend the discharge consent system have been issued by the Department of the Environment (DoE).1 The DoE claims that they will not weaken standards of environmental protection - but in at least one case they appear extremely likely to do so, and in another they will reduce the scope for public participation in decisions on consents.
