Government takes risk with VOC emission target
A strategy for reducing the UK's emissions of volatile organic compounds (VOCs) was issued by the Department of the Environment (DoE) on 19 November.1 The paper makes it clear that with present policies the UK will only just achieve the 30% reduction by 1999 required under international law - but the Government has decided not to introduce any new emission controls as insurance against a possible shortfall.
