Ministers agree on climate treaty, ozone depleters, packaging
Substantial progress on five items of environmental legislation was made by EC Environment Ministers at two meetings in December. Difficult negotiations eventually brought a breakthrough on the EC's ratification of the UN Convention on Climate Change and the packaging Directive. Agreement was also reached on Directives dealing with hazardous waste, ozone-depleting substances and gaseous emissions from cars.
