Plans for water Directives confirmed at EC summit

The European Commission's plans to amend several key items of EC water legislation in the light of the subsidiarity doctrine became a fraction clearer after the European Council in Brussels on 10-11 December. But the UK's claims that the Prime Minister had won major concessions on the legislation were a nonsense. Almost nothing new emerged from the summit in the environmental field, and it will not be until the Commission comes forward with amending legislation next year that the argument over subsidiarity will really take off.
