EC leaders ignore sustainable development proposals

The need to steer the EC's economic development onto a more environmentally sustainable path by making major changes in sectoral policies and ensuring that market prices incorporate the full costs of environmental damage has been highlighted in the European Commission's White Paper on growth, competitiveness and employment.1 But EC leaders meeting in Brussels on 10-11 December appear not to have debated the issue at all, while agreeing to major investments in a Community-wide roads programme which has not been subject to any environmental assessment.
