Eco-labelling rules published

The official text of the EC Regulation which set up a Community eco-labelling scheme was finally published in April.1

The Regulation was agreed by Environment Ministers in December, when its contents were reported in detail (ENDS Report 203, pp 18-19). Agreement has since been reached on the initial batch of 14 product groups which will come under the scheme, and efforts are being made to agree environmental criteria for these in time for the first eco-labelled products to be on the market by October (ENDS Report 205, p 21 ).

The Regulation was adopted on 23 March, which also appears to be the date of its entry into force. Member States have six months after this date to nominate the "competent bodies" which will carry out the tasks devolved to national level under the scheme.
